Tools

Free, field-tested resources are available to help your organization assess readiness, optimize revenue, and manage risk. Each tool below can be used independently or as part of a broader technical assistance engagement with BluePath Health.

Organization and Technology Readiness Assessment

Before investing in new technology or expanding services, you need a clear picture of where your organization stands today. This assessment helps leadership and operations teams identify gaps across six key domains — strategy, workforce, workflow, technology infrastructure, data and interoperability, and financial sustainability — so you can prioritize the right investments and avoid costly missteps.

Best for: Small clinics and health centers, community-based organizations, and rural providers preparing for EHR modernization, CalAIM implementation, or new care model adoption.

CalAIM Justice-Involved Initiative Successfully Billed Codes

The CalAIM Justice-Involved Initiative provides an opportunity for California correctional facilities to bill for reentry services provided to eligible incarcerated individuals. Before 2024, no correctional facility had ever submitted claims to Medi-Cal for services provided in the correctional health setting, so there have been many questions and challenges while building capacity and workflows. One of the ongoing questions is: what services are billable, and what practices can help support successful billing?

To help facilities navigate these questions, we’ve developed two resources based on billing experiences and lessons learned during implementation:

  • Successfully Billed Services and Codes: Provides a snapshot into the codes that have been successfully adjudicated by Medi-Cal for correctional facilities and their corresponding services in 2026.
  • Billing Best Practices: Highlights practical lessons learned and recommended practices related to documentation, eligibility, claims submission, and denial management to help facilities improve billing processes and navigate common challenges.

Best for: California correctional facilities seeking to build their billing infrastructure, compare workflows, or audit their claims.

Billing Optimization Tool

Leaving revenue on the table is one of the most common and preventable challenges facing health and social services organizations. This tool helps you identify unbilled or underbilled services, and surface opportunities to strengthen your revenue cycle — without a full billing audit.

Best for: Organizations expanding into new billing categories, including CalAIM Community Supports, ECM, and Medi-Cal managed care.

HIPAA Short-Form Security Risk Assessment

Federal law requires covered entities and business associates to conduct regular security risk assessments — but the process doesn’t have to be overwhelming. This streamlined tool guides you through the core HIPAA Security Rule requirements, helping you identify vulnerabilities, document your findings, and demonstrate good-faith compliance effort.

Best for: Small-to-mid-size provider organizations, CBOs handling PHI, and any team preparing for a compliance review or funder audit associated with privacy and security.

Revenue Projection Modeling Tool

Expanding services is a significant decision. This modeling tool helps organizations estimate potential Medi-Cal revenue against staffing and operational costs — giving leadership a data-informed starting point before committing to new programs or headcount.

The tool is adaptable for any organization entering a new service line or billing category for the first time.

Best for: CBOs, County correctional facilities, and provider organizations sizing up the financial case for CalAIM services or similar programs with new billing initiatives.
