Timi Leslie is the Founder and President of BluePath Health. Over her 30 years in the health care industry, she has devoted her career to closing health disparity gaps. She advises organizations on business strategy, technology innovation, partner relations, product management, and system implementation.
Timi has a unique ability to foster engaging, thoughtful dialogue—bringing diverse stakeholders to the table and driving forward landmark policies that shape the health and well-being of Californians and communities nationwide.
She works with clients to improve clinical information sharing and apply new insights. Timi regularly leads government and board-level initiatives focused on health IT strategy, financing, population and community health, electronic health record (EHR), and health information exchange (HIE).
As BluePath Health, Timi and her team provide consulting and develop forward-thinking policies and strategies to enhance care delivery and community health.
Timi holds a Bachelor of Science in Civil and Environmental Engineering from the University of California, Davis.

Amy Luisetti, BluePath Health’s Chief Operating Officer, has extensive expertise in designing and managing large-scale operational initiatives for a broad spectrum of health care industry clients, including hospitals, health plans, pharmaceutical distributors, independent physician associations, outpatient medical practices, foundations, and health care technology companies.
Amy brings over 25 years of experience in health care management and information systems consulting, having worked at Andersen Consulting and two boutique consulting firms prior to joining BluePath Health.
She holds a Bachelor of Science in Biological Sciences from the University of California, Davis, and a Master of Public Health from the University of California, Berkeley.

As a Managing Director at BluePath Health, Libby Sagara manages clients, teams, technology partners, and program funders. She brings deep expertise in health care and technology program management, facilitation, business development, and communications.
Libby has over 25 years in health care and technology consulting, beginning her career with a startup that encouraged transparency across health care benefits providers.
Before joining BluePath Health, she was a Senior Associate at Booz Allen Hamilton and worked at Manatt Health Solutions, where she managed projects in health information exchange, strategic and operational planning, life sciences process improvement, and not-for-profit business planning.
She holds a Bachelor of Arts in International Relations from the University of California, Davis.

John Weir, a Managing Director at BluePath Health, brings over 18 years of senior management experience in health care technology and vendor-client services across the public and private sectors. He specializes in EHR and population health management software rollouts in addition to building teams and methodologies that drive client satisfaction and effective product utilization.
John has led national and regional initiatives that align technology with strategies to improve outcomes across the care continuum. As a business leader, he provides strategic planning, execution, and multi-stakeholder alignment to deliver results on tight timelines and budgets.
John holds a Bachelor of Arts with honors in History and Political Science and has completed graduate courses in computing and information systems at the University of Ulster in Northern Ireland.

Julia Murphy, Senior Director at BluePath Health, is a health care leader with over 20 years of experience in senior roles across federal, state, and international systems, including the Center for Medicare and Medicaid Innovation (CMMI), the Peterson Center on Healthcare, and the UK’s National Health Service (NHS).
She brings deep expertise in scaling effective practices and leading programs in delivery system reform, performance improvement, policy implementation, and health care affordability. Julia has collaborated with states to align public and private payers, support implementation, and build infrastructure for long-term change.
She holds a Master of Science in Research Methods in Psychology and a Bachelor’s in Psychology from the University of Strathclyde, was a Commonwealth Fund Harkness Fellow in Health Care Policy and Practice, and has published award-winning work in leading peer-reviewed journals.

As Director of Policy at BluePath Health, Stephanie Thornton works with clients and coalitions to analyze health care policy and advise on implementation. She supports projects related to telehealth, Health Information Exchange (HIE), and expanding access in the Medi-Cal program. Stephanie is well-versed in state and federal legislative processes and tracks innovation efforts related to the social drivers of health.
Previously, Stephanie served as a policy analyst for nonprofit organizations, leading policy development and advocacy efforts to improve telehealth access for children, expand community-based oral health care, and fund community health navigators. She has contributed to the development of California’s Medicaid waivers, including CalAIM.
She holds a Bachelor’s and a Master of Public Policy from the University of California, Berkeley.

As Director at BluePath Health, Ellen Hallsworth focuses on telehealth, behavioral health, strategy, and innovation.
Prior to joining the team, Ellen directed a pediatric telebehavioral health program at Brown University Health, scaling the initiative across multiple states. She also led the development of a major e-consults initiative at the Peterson Center on Healthcare and has held senior roles at the Health Foundation and Institute for Government in the UK.
Ellen holds a Bachelor of Arts in Social and Political Sciences from the University of Cambridge and a Master of Arts with distinction in Hispanic and Latin American Languages, Literatures, and Linguistics from University College London.

Richard Kwong is a Director at BluePath Health with over 15 years of experience in health care. He specializes in leveraging digital health and technology to improve public and population health and has expertise in health services research, data analytics, product management, and building clinical technology platforms.
Before BluePath Health, Richard worked at Manpower Demonstration Research Corporation (MDRC), athenahealth, One Medical, Blue Shield of California, Humana, and early-stage startups.
He holds a Bachelor of Arts with Honors in Public Policy and American Institutions from Brown University and a Master of Science in Health Policy and Management from the Harvard T.H. Chan School of Public Health.

As a Director at BluePath Health, Paul Norton advises early-stage technology companies and health care nonprofits on product strategy, partnerships, and policy advocacy.
Before joining BluePath Health, Paul was Associate Director of Product at Oscar Health, focusing on B2B partnerships, and Director of Policy at Manifest MedEx, one of the country’s largest nonprofit health data networks. There, he helped spearhead efforts to pass California’s first data sharing mandate for providers and health plans.
Paul began his career at Harvard T.H. Chan School of Public Health and athenahealth. He holds a Master of Business Administration and a Master of Public Health from the University of California, Berkeley, and a Bachelor of Arts in Economics and Cello Performance from Brandeis University.

Maurya Akula is an Associate at BluePath Health and works closely in advancing data standardization, workflow optimization, gathering business/technical requirements, and user-centered transparency across multiple health system transformation projects.
Prior to joining the BPH team, Maurya worked at ColumbiaDoctors on multiple Population Health Initiatives including creating quality performance outcome reports, community outreach, claims analysis/processing, and improving provider workflows. Maurya holds a Bachelor of Science from Saint Louis University and a Master’s in Health Administration at The Columbia University Mailman School of Public Health. He is passionate about closing gaps in care for vulnerable populations and improving mental health outcomes.
In his free time, Maurya enjoys making short films, writing, and watching sports.

Christina is a Senior Manager at BluePath Health with expertise in healthcare operations, strategy, and health economics and policy. Before coming to BluePath Health, Christina led multiple freelance consulting projects that spanned seed-stage health tech startups and big four tech companies. Prior to that, she held leadership roles at Oscar Health in Operations and Strategy and Siemens Healthcare in M&A and Inorganic Strategy.
Christina holds an MBA and MPH from Johns Hopkins University, and a BS in biology from University of Illinois-Urbana Champaign. Christina resides in Portland, OR and enjoys live music, hiking and finding the best new restaurants to dine at with friends.

Prior to joining BluePath Health, Emma worked as a litigation paralegal working with healthcare clients in the Medicare reimbursement space. She holds an MPH in Health Policy and Management from UC Berkeley and a BA in Psychology from the University of Virginia.

Erica Chung is a Manager at BluePath Health bringing her expertise of state health systems, and providing technical solutions for health program operations and implementation, evaluation and quality improvement, and strategic health communications. She brings a health equity and justice lens to all her work.
Before joining BluePath Health, Erica led infectious disease program planning and implementation at the Minnesota Department of Health for diverse communities, spearheading equity-based health improvement efforts between state agencies, hospitals, higher education, and community organizations.
Erica holds a B.S. in Biology from the University of Minnesota and a Masters of Public Health from Columbia Mailman School of Public Health. Outside of work, Erica is an avid writer, baker, and fosters community care and safety by teaching self-defense.

Ben Kane is a Consultant at BluePath Health and specializes in health policy, Medi-Cal financing, and legislative strategy. Before coming to BluePath Health, Ben served as Legislative Director to Congressman Jimmy Gomez from Los Angeles, and previously worked at the California Association of Public Hospitals and Health Systems.
Ben holds a MPP from the University of California, Berkeley and a Bachelor’s degree from Williams College. Ben enjoys reading, traveling, and brewing a strong cup of coffee.

Frances Kiles is a Senior Associate at BluePath Health where she supports California Advancing and Innovating Medi-Cal Technical Assistance (Cal-AIM TA) marketplace and health data exchange projects to improve community health.
Before joining BluePath Health, Frances worked on a community-based clinical trial to reduce PTSD and substance use in women experiencing homelessness. She also has experience in the nonprofit sector implementing community service projects to strengthen climate resilience and disaster preparedness. Frances holds a Master of Public Health from UCLA and a Bachelor of Science in Biology from Tufts University. She is passionate about working on public health interventions and solutions that address social determinants of health and reduce health disparities.
In her free time, Frances is a vocal instructor, and enjoys writing songs, hiking, and swimming in the ocean.

Mitchel Lindsay is a Principal Software Engineer at BluePath Health and specializes in medical data standards, interoperability and complex software integrations.
Before coming to BluePath Health, Mitchel spent 12 years at One Medical and later Amazon health services. There he focused on building software that understood the patients and providers journey, using that information to inform technical decisions that met the business need.
Mitchel graduated with a Bachelor of Science in Computer Science and a minor in Mathematics.

Elicica Morris is a Manager at BluePath Health with deep expertise in community health, advocacy, and wellness. Prior to BlueHealth, she held both leadership and coordinator roles at LA General Hospital overseeing a community engagement and mobilization initiative combatting HIV/STI in vulnerable communities, and wellness and vaccine education in concert with street medicine teams in Skid Row communities. Her work is centered around community engagement, mobilization, and advocacy. Elicica holds a Master of Public Health in Health Policy and Management from U.C. Berkeley with Applied Data and Global Health Certificates. In her free time, she loves to dance socially, bake dairy-free french toast, and teach (as well as practice!) yoga.

Nancy Sirker is a seasoned Human Resources professional with deep expertise in HR management, strategy, and operations across a variety of organizations. She has successfully implemented global appraisal processes, designed leadership and management training programs, and led DEI initiatives. Nancy has experience managing HR functions through significant organizational changes, including relocations and transitions to remote work. She has built HR infrastructure from the ground up, improved performance management systems, and enhanced employee benefits offerings.

Prior to joining BluePath Health, Olivia worked in Washington, D.C., gaining experience across the health policy landscape—from a health insurance association and government contracting firm to a nonprofit organization.

Managing accounting functions, project schedule coordination, and client service with aplomb, she is well-established as an office manager and bookkeeper extraordinaire in Marin County.
Erika began her career as a registered nurse at Berkeley-Orinda Women’s Health and with Marta Spain, M.D., in Greenbrae. As a Senior Manager at BluePath Health, she provides strategic leadership, policy analysis, and project management for statewide programs including digital health innovation, youth behavioral health, and justice-involved care coordination. Lauren has successfully guided coalitions such as the Marin 9 to 25 Accountable Community for Health, and has secured over $10 million in grant funding for community-based programs. Her diverse background spans global health, communications, and program development, with previous roles at FIND in Geneva, UC Berkeley, and a California safety net organization.

Glen Moy, technical consultant at BluePath Health, has over 20 years of experience in health information technology. He has worked in a variety of health care settings, including acute, ambulatory, corrections, and payer.
Prior to joining BluePath Health, he was the Director of Product Management at Carbon Health, where he was responsible for Carbon’s billing and revenue cycle management (RCM) system and helped recoup over $20 million in revenue with system improvements and process enhancements. In other product management roles, he had responsibilities in electronic health record systems and interoperability.

Holly is skilled in developing marketing strategy, public relations, product packaging, brand identity, and event management for start-ups and mid-size companies, bringing over 20 years of experience across diverse industries.
She also has six years of experience fundraising for a public school foundation, raising more than $1M annually from the local community. She has a Bachelor of Arts in Public Policy from Duke University.

She also served as a Public Health Advisor with the US Centers for Disease Control and Prevention.

As a Senior Associate at BluePath Health, Kevin Quach provides research and policy analysis to various client projects, including e-consult reimbursement, telehealth initiatives, Medicaid managed care, payer affordability, and value-based care.
Prior to joining BluePath Health, Kevin worked extensively with policy and advocacy organizations to advance racial justice and health equity for underserved communities. At the California Primary Care Association, he supported workforce development initiatives for community health centers and provided policy research support related to the 340B drug pricing program.

Mark Samon serves as Executive Assistant to BluePath Health’s President, Timi Leslie. He brings over 15 years of C-Level Executive Support to BluePath Health, and is skilled in project tracking and stakeholder engagement.
Whether overseeing third-party vendor collaborations or contributing to organizational objectives, he blends strategic foresight with hands-on involvement.

Toria Thompson, Advisor at BluePath Health, is a health care interoperability strategist with over 20 years of experience leading health care technology transformations.
She has worked in all aspects of health care, including Medicaid, Medicare, and Commercial health plans, large and small health systems, Federally Qualified Health Centers, and technology solutions vendors. She has particular expertise in interoperability among behavioral health, criminal justice, school-based and community-based information systems.
With a background as a software engineer and founder of a health care startup, she brings health care expertise, technology experience, and process solutions to her consulting engagements.
Toria holds a Bachelor of Science in Computer Science from the University of Pittsburgh.

Khang Tran is a Senior Associate at BluePath, where he supports CalAIM TA Marketplace projects focused on workflow development, billing capability enhancement, and performance metrics and reporting.
Before joining BluePath, Khang analyzed claims, billing, and EHR data to support data-driven programs and monitor care access, utilization, and outcomes across 450+ sites in LA County. He also contributed to initiatives on youth substance use prevention, mental health, COVID-19 vaccination, and reducing bias in police departments.
He holds a Master of Public Health in Epidemiology with a concentration in Climate Change and Health from the Yale School of Public Health and a Bachelor of Science in Biology and Evolutionary Medicine from the University of California, Los Angeles. Khang collaborates on epidemiological studies with researchers from the Centers for Disease Control and Prevention (CDC), Yale, and Georgia Tech.

Nancy Vernon is an Advisor at BluePath Health with over 20 years of leadership experience across business, government, and nonprofits. She leads cross-sector initiatives in Marin County focused on youth mental health, overdose prevention, social justice, and education.
Before joining Bluepath Health, Nancy worked in sales and marketing for Procter & Gamble, account management for J. Walter Thompson, and served as senior legislative aide to a county supervisor, focusing on transportation safety, housing, and public health. She is also a dedicated CASA volunteer, advocating for children’s safety and well-being in the court system.
Nancy holds a Bachelor of Arts in English from The University of the South and a Master of Arts in English Education from the University of North Carolina at Chapel Hill.

Trisha is passionate about scaling startup operations sustainably and driving health equity, particularly for women. She has led operations teams for telehealth startups like Eden Health and Midi Health, built tech solutions for community-based organizations and Fortune 500 clients, and specialized in corporate strategy at Deloitte.
She holds an engineering degree from the University of Virginia and an MBA from the Wharton School.
