Meet the BluePath Health Team

Timi Leslie, Founder

  • Timi Leslie is President of BluePath Health and has over 30 years of experience in the health care industry advising organizations on business strategy, technology innovation, partner relations, product management and system implementation.

    She works with a wide variety of clients to improve clinical information sharing and apply new insights. Timi regularly leads government and board-level initiatives focused on health IT strategy, financing, population and community health, electronic health record (EHR), and health information exchange (HIE).

Elizabeth (Libby) Sagara

  • Libby Sagara has deep experience in health care and technology program management, facilitation, business development and communications. Her work focuses on managing clients, teams, technology partners and program funders. Prior to consulting for BluePath Health, she was a Senior Associate at Booz Allen Hamilton where she managed projects in health information exchange, strategic and operational planning, life sciences process improvement, and not-for-profit business planning.

    Libby worked at Manatt Health Solutions, the policy and business advisory division of Manatt, Phelps, & Phillips, LLP, where she managed health information exchange planning efforts. Her past experience includes instructional design and technology usability management at BenefitPoint, and change management and communications consulting at Cambridge Technology Partners. She holds a B.A. in International Relations from University of California at Davis.

Lauren Jacobson, MDP

  • Lauren Jacobson joined BluePath Health as a Manager in 2021 with experience in program management, resource development, and communications. Her work focuses on implementing health access initiatives for youth and the justice involved population, partnering with community-based organizations, schools, government agencies, health care providers, and funders.

    Prior to joining the BluePath Health team, she was a Program Manager for a California safety-net organization, where she oversaw projects for foster care, behavioral health, First 5 centers, and transitional-aged youth (TAY) programs. Her past experience includes developing communications and access strategies at the Foundation for Innovative and New Diagnostics, as well as consulting for CellScope Technologies and Gilead Sciences. She also gained experience in research and data analysis for HIV prevention as a USAID Global Development Fellow for the MatCH Research Institute. Lauren holds a BA in Sociology from Vassar College and a MDP from University of California, Berkeley.

John Weir

  • John Weir has over 18 years of senior management experience in healthcare technology, spanning an array of national and regional initiatives. With a rich history in vendor client services leadership, he has paved the way in EHR and population health management software rollout and integrations, building methodologies and teams focused on client satisfaction and product utilization. He has a keen ability to effectively align technology use with strategies to improve outcomes and quality across the care continuum.

    Mr. Weir’s skills include developing large-scale programs and new service lines for both private and government clients and completing many large-scale clinical data integration projects for hospitals and physician organizations. He has provided project management of an Office of the National Coordinator (ONC) CMMI grant with 15 healthcare organizations to leverage healthcare data analytics to improve care coordination and population health management. He also led a pioneering EHR adoption program for primary care physicians, funded by the Centers for Medicare and Medicaid Services (CMS), called DOQ-IT. This program offered insight into technical assistance, financial incentives and EHR systems requirements that could aid CMS in achieving higher EHR adoption rates.

    As a client services executive, he has led implementation and account management teams for organizations including Phytel Inc., Allscripts and Lumetra Healthcare Solutions, driving new business and excellent client satisfaction results. As a business leader, he provides strategy development, business planning, and project execution for organizations and is adept at influencing multi-stakeholder groups to ensure team harmonization and delivery of commitments within tight budgets and aggressive deadlines.

    John holds a bachelor’s degree with honors in history and political science from the University of Ulster in Northern Ireland. Additionally, he completed graduate-level courses in computing and information systems at University of Ulster in Northern Ireland before starting his career in healthcare technology.

Erika Cerutti

  • Erika Cerutti has over 20 years of experience in bookkeeping and executive administration for a variety of industries. She brings her combined expertise in technical bookkeeping and professional soft skills to help BluePath Health achieve their objectives.

    Managing accounting functions, project schedule coordination, and client service with aplomb, Ms. Cerutti is well-established as an office manager and bookkeeper extraordinaire in Marin County. Skilled at project coordination and developing administrative systems, she also possesses professional empathy and discretion with her background in nursing. Ms. Cerutti began her career as a registered nurse at Berkeley-Orinda Women’s Health and with Marta Spain, M.D., in Greenbrae.

    Ms. Cerutti holds a Bachelor of Science in Nursing from the Samuel Merritt School of Nursing at Saint Mary’s College. She earned a registered nurse license and public health nurse license, then later obtained a national bookkeeper certification and a certificate of applied accounting.

Frankie Veverka

  • Francesca (Frankie) Veverka is a consultant who joined BluePath Health in October 2022. As a full time BPH team member, she focuses on maintaining BluePath’s internal and client websites, supporting and engaging in relationships with clients, partners, and stakeholders. She provides high-quality research for projects regarding Medicaid telehealth reimbursement and maintaining coalition and client communications. Her past experience includes governance of internal content management systems, creation of global field communications, and program management across the Global Sales and Sales Enablement sectors at DocuSign Inc. She additionally brings prior public health research experience through her work as a Hunger and Outreach team member at The Farmlink Project, a non-profit organization responsible for providing surplus food to food insecure communities across the globe.

    She holds a B.S. in Human Development with a focus in

    Environmental and Public Health from the University of California, Davis, where she additionally studied Sustainability.

Stephanie Thornton, MPP

  • Stephanie Thornton joined BluePath Health as a Policy Manager in 2022. She supports projects related to telehealth, Medi-Cal, and Health Information Exchange (HIE). Stephanie works with BluePath’s clients and coalitions to analyze healthcare policy and create presentations and educational materials that provide recommendations for implementation in California. She is well-versed in the budget and legislative processes, and has worked extensively to support efforts to improve access in the Medi-Cal program.

    Previously, Stephanie worked as a policy analyst for nonprofit organizations Community Health Councils and The Children’s Partnership. She has led policy development and advocacy efforts in partnership with diverse stakeholders to improve telehealth access for children, expand community-based oral health care, and fund community health navigators in California. She has engaged in the development and creation of California’s Medicaid waivers, including the CalAIM initiative, and closely follows federal and state innovation efforts to address the social determinants of health.

    She holds a Bachelor’s and a Master’s in Public Policy from UC Berkeley.

Nell Gharibian

  • Nell is an experienced management consultant who specializes in helping businesses identify new marketplace opportunities, re-imagine business processes and sort out organizational challenges. When tackling challenging issues, Nell is adept at translating complex information into practical insights and actions that can be shared with broad audiences.

    Prior to joining BluePath Health, Nell consulted on strategy and change management initiatives for Fortune 500 companies across a wide range of industries including software, insurance, consumer products, automotive, and financial services. Nell holds a BA in Political Science, with minors in Sociology and Justice Studies from the University of New Hampshire, and a MA in Government from the College of William and Mary.

Amy Luisetti

  • Amy Luisetti has over 25 years of experience in healthcare management and information systems consulting. She has extensive experience designing and managing large scale operational initiatives for a broad spectrum of health care industry clients, including hospitals, health plans, pharmaceutical distributors, IPAs, outpatient medical practices, foundations, and healthcare technology companies. Amy began her consulting career in the health care practice at Andersen Consulting, after which she worked for two boutique consulting firms before joining BluePath Health. Amy holds a BS in Biological Sciences from University of California at Davis and an MPH from University of California at Berkeley.

Angie Moncayo

  • Angela Moncayo, known as Angie, joined BluePath Health as a Manager in the fall of 2022. She has worked as a consultant in the population health community for over 10 years. She is skilled in project coordination and has served as an event manager for various private, philanthropic, state and government agencies.

    Angie comes to BluePath Health after 5 years of working for Golden State Health Policy (GSHP), as a program coordinator. Ms. Moncayo supported the coordination of in-person and hybrid webinars, policy briefings, and forums, for the California Health Care Foundation (CHCF), Insure the Uninsured Program (ITUP), and Public Health Institute, to name a few.

    Prior to working at GSHP, Ms. Moncayo worked at the Institute for Population Health Improvement at UCDavis Health System as a Program Analyst IV, where she supported the CalSIM program. She managed relationships with consultants, partner organizations and key stakeholders and provided comprehensive support while facilitating meetings, webinars. She was responsible for the internal writing and processing of an RFP, MOU and consultant contract development.

Olivia Bundschuh , MPP 

  • Olivia Bundschuh (she/her) received her master’s May 2023 at UC Berkeley Goldman School of Public Policy. She has been tracking CalAIM implementation with the Insure the Uninsured Project (ITUP) to uplift local issues and identify opportunities to support implementation across the state. Olivia is excited to work with participating organizations to address local gaps and needs to build sustainable ECM and Community Supports programs.

    Prior to graduate school, Olivia worked in Washington DC for a variety of players in the health policy field: a health insurance association, a research/government contracting firm, and a nonprofit organization. She currently lives in Berkeley with her dog and enjoys taking advantage of the numerous local hiking trails!

Kevin Quach, MPH

  • As an Associate at BluePath Health, Kevin provides research and policy analysis support to various client projects including state e-consult program implementation and other telehealth initiatives. In addition, he conducts research on various healthcare policy topic areas including e-consult reimbursement, Medicaid managed care, and payer affordability/value-based care.

    Prior to joining BluePath, Kevin worked extensively with several policy and advocacy organizations to advance racial justice and health equity for underserved communities. His work at OCA-Asian Pacific American Advocates and the Southeast Asia Resource Action Center (SEARAC) focused on advancing civil rights and racial justice for Asian American communities through various policy advocacy efforts and community programming. At Center Road Solutions, he managed federal appropriations requests for clients working on advancing maternal mental health equity and preventing violence in schools. During his time at the California Primary Care Association, he supported workforce development initiatives for community health centers and provided policy research support related to the 340B drug pricing program.

    He holds a BS in Psychology and History of Science, Medicine, and Public Health and a MPH in Health Policy from Yale University/Yale School of Public Health.

Toria Thompson

  • Toria has over 30 years experience leading healthcare technology transformations. With a background as a software engineer, and founder of a healthcare related startup, she brings healthcare expertise, technology experience and process solutions to her consulting engagements.

    Toria has worked in all aspects of healthcare including Medicaid, Medicare and Commercial health plans, large and small health systems, FQHCs, behavioral health focused organizations and technology solutions vendors. She has particular expertise in interoperability among behavioral health, criminal justice, school based and community based information systems.

Sarah Kang, MPP

  • Sarah Kang joined BluePath Health as a Graduate Summer Intern in May of 2022. As an intern, she conducted research and interviews with the Blue Shield of California’s Industry Initiatives Team on a white paper centered around the Social Determinants of Health and how health plans can continue to address them. Additionally, Sarah analyzed data and created fact sheets summarizing California’s Telehealth policies and budding Data Exchange Framework. She continues to support multiple BPH projects for government agencies, health plans, and community-based organizations with data analysis, research, and project development.

    Prior to joining the BluePath Health team, she was a Registered Nurse in the Medical Intensive Care Unit at the Mayo Clinic where she managed care for the most critically ill patients. She recieved her Master of Public Policy at the Goldman School of Public Policy and the University of California, Berkeley in May 2023. Sarah holds a Bachelor of Science in Nursing from Emory University.

Paul Norton, MBA, MPH

  • Paul Norton is a healthcare technology consultant with diverse experiences spanning the public and private sectors. He advises early-stage technology companies and healthcare nonprofits on product strategy, partnership development, and policy advocacy.

    Paul was most recently an Associate Director of Product at Oscar Health, focused on the company’s B2B partnerships and joint ventures. Before that, he was Director of Policy at Manifest MedEx, one of the country’s largest nonprofit health data networks, where he helped spearhead the passage of the state’s first data sharing mandate for providers and health plans.

    Paul began his career in Boston with roles at Harvard T.H. Chan School of Public Health and athenahealth. He holds an MBA and MPH from UC Berkeley and a B.A. in economics and cello performance from Brandeis University. Paul lives in New York City with his partner Jonathan and rescue pup Benji, and you can find him at the Lincoln Center and Carnegie Hall every chance he gets, taking in the best that New York’s arts scene has to offer.

Gabriella Agar

  • Gabriellah started with BluePath Health as a Graduate Intern in January 2023, contributing her skills to the Marin 9 to 25 initiative. Her role involved managing the youth wellness campaign, "Find Your Way," a project she continues to spearhead as an Associate. Gabriellah's academic credentials include a Master's in Public Health from the University of Reno, Nevada, and a Bachelor of Science in Global Public Health with a Leadership minor from Dominican University of California, where she was recognized as an Outstanding Student in the 2021 graduating class.

    Driven by a community-focused passion for public health, Gabriellah is committed to advocating for health equity and justice among the youth. Her expertise extends beyond public health; she brings a creative flair to her work, with a background in graphic design, social media, and data visualization. She is very dedicated to fostering healthy communities.

Roza Do, MPH, MCP 

  • Roza (she/her) is Principal of Re:verb Health Consulting and joined the BluePath team in 2023 to support and co-facilitate the Alameda PATH Collaborative.

    Roza brings over 12 years of experience working with nonprofit and philanthropic organizations, health systems, and cross-sector initiatives across California and beyond to support capacity building and collaboration at the intersection of primary care and community health improvement with a focus on strengthening the health care safety net and advancing equity. She specializes in program and strategy development, evaluation, and coaching health care and community-based organizations, integrating human-centered design and quality improvement to drive continuous learning, innovation, and inclusive action. Among various consulting roles, she also serves as Senior Health Equity Associate at HealthBegins co-leading statewide and national learning collaboratives to address the social and structural determinants of health, including advancing food security and racial equity.

    Roza holds joint masters degrees in Public Health and City and Regional Planning from the University of California, Berkeley. Aside from consulting for mission-driven organizations, Roza is the touring DJ for Oakland-based artists and activists – journalist and emcee, Rocky Rivera, and Grammy Award-winning children’s music collective, Alphabet Rockers.

Trisha Chhaya, MBA 

  • Trisha Chhaya has 15 years of experience in business strategy and operations with a focus on healthcare and digital health. She has developed and executed corporate and customer strategy and executed on these strategies by building critical operational, technology enabled capabilities for community based organizations, startups, and for Fortune 500 clients.

    While at BluePath, Trisha has developed and driven CalAIM TA PATH Marketplace engagements and is focused on developing an approach to a scalable, data infrastructure strategy that bridges the divide between traditional healthcare and community based organizations and companies. Trisha has led operations teams in the telehealth startup space (Eden Health and Midi Health) along with 14+ client engagements with Deloitte Consulting and developed a multi-million product business based on thousands of global, Salesforce implementations. Trisha has an ability to influence stakeholders, build executable plans tied to company KPIs, and help companies build for their future.

    Prior to her career in healthcare, Trisha worked in finance in infrastructure investing and in investment banking. Trisha holds an engineering degree from the University of Virginia and an MBA from the Wharton School of Business.

Madison Olmsted, MPP 

  • Madison joined BluePath Health as a Manager in 2023. She provides project management, policy analysis, and strategic communications skills to support numerous complex initiatives, including the CalAIM Alameda PATH Collaborative. She comes to BluePath Health with experience working in health policy and public health within nonprofit, state government, and federal government settings. Prior to joining BluePath, Madison conducted California health policy research related to insurance benefit mandates, value-based care, primary care, and quality for the California Health Benefits Review Program (CHBRP) and for Children Now. Before moving back to her home state of California for graduate school in 2021, she served as a Public Health Advisor with the US Centers for Disease Control and Prevention, stationed in St. Paul, Minnesota.

    Madison holds a Master of Public Policy from the UC Berkeley Goldman School of Public Policy, where she was awarded the Smolensky Prize for Outstanding Advanced Policy Analysis, and a BA in Biological Sciences from the University of Chicago.

Meet the BluePath Health Interns

Alison Paxtor
Summer 2022

  • Alison Paxtor's background focuses on community health and health/racial equity. She graduated from California State University, East Bay where she obtained a Summa Cum Laude - B.S. in Health Sciences with a concentration in Public Health. Her work in college was around spreading resources to underserved communities, creating communication materials for non-profit and public health departments, and educating youth on healthy behaviors. She has interned at the California Department of Public Health, Marin County Health and Human Services, Contra Costa Health Services, WIC State Agency, and Healthy Contra Costa. Now, as an intern for Marin 9 to 25, she will provide resources, opportunities, and important events to youth and communities in Marin County. She is thrilled to join the team as she has had first-hand experience growing up in Marin County.

    Alison is bilingual with fluency in English and Spanish.

Kiana Modavi
Summer 2021

  • Kiana is a graduate student in Health Policy and Management at UC Berkeley. She will complete her Master of Public Health in 2022 and hopes to work in mental health policy and advocacy.

    During her summer internship with BluePath Health, Kiana was involved in multiple projects with both public and private stakeholders. In collaboration with the California Initiative for Health Equity & Action to support state initiatives like CalAIM, she wrote a policy brief focused on the collection and use of social determinants of health data in California. Using her skills from prior work experience in research, she created an interactive data dashboard for the Central Valley E-Consult Workgroup to track electronic consultation adoption and to identify areas for improvement. Lastly, she aided in a landscape analysis of school case management and electronic health record programs for Marin County. Throughout the summer, Kiana took part in outreach and planning events to gain insight into coalition building, and she learned more about the intersection of health policy and technology policy (particularly concerning privacy and security).

Jacqueline Wilson
Summer 2020

  • Jacqueline (Jackie) Wilson is a graduate student at the University of California, Berkeley, where she is obtaining a Master of Public Health degree in Health Policy and Management. During her summer internship with BluePath Health (BPH), she served as a policy analyst for client engagements across both private and public sectors. For a healthcare software startup, she conducted a funding research and strategy analysis that identified key federal and state grant opportunities in response to the COVID-19 public health emergency. In addition, for Marin County’s “Marin 9 to 25” youth equity project, she developed a landscape analysis that has informed the project committee’s next steps and recommendations. Lastly, Jackie gained new experience in coalition building through the California Telehealth Policy Coalition, for which she monitored ongoing policy proposals and developed materials for committee meetings and webinars. For these projects, her creative problem-solving, communication, and analytical skills were significant additions to the BPH team.

    Prior to starting graduate school, Jackie was a senior consultant at Booz Allen Hamilton where she worked on a variety of compliance, technology, and policy projects for the Center for Medicare and Medicaid Services (CMS). She also had internships with UnitedHealth Group’s Office of Government Affairs and the Office of the National Coordinator for Health IT in Washington D.C. Her bachelor’s degree in Business Administration is from the University of Notre Dame, where she double-majored in Information Technology Management and Political Science.

Ciara Keegan
Summer 2020

  • Ciara Keegan is researcher and grant writer who joined BluePath Health in 2020. During the summer of 2018 as a BPH intern, she worked with the Public Health Department of Marin County’s RxSafe program and also provided research and writing for presentations and reports focused on telehealth and healthcare policies. Now, as a full time BPH team member, she provides high-quality research for projects regarding Medicaid telehealth reimbursement and barriers to telephone and broadband access that low-income Americans face. She is also working on a Marin-based youth wellness project called “Marin 9 to 25”.

    She holds a BA in Science, Technology and Society from Brown University, where she studied Science and Society with a focus on Health and Medicine

Callie Monroe Watts
Summer 2016

  • Callie Monroe Watts is currently sophomore at the University of California, Santa Barbara where she majors in economics. She has just been accepted to a study abroad program in London for fall 2018.

Michael Buhl
Summer 2014

  • Mike Buhl graduated from the University of Virginia with a double major in Systems Engineering and Economics in May of 2016. Mike is currently in his second year with Ernst & Young, where he serves as a technology consultant within the financial services sector. He has consulted for multiple financialinstitutions, including a leading US broker-dealer, a government-sponsored mortgage enterprise, and a banking institution. Mike currently lives in Arlington, Virginia.

    During the summer of 2014, Mike was an intern at BluePath Health, which he says was an incredible and valuable experience. He had first-hand experience of the consulting lifestyle, and felt like part of the team. During the summer, he interacted with clients, participated in meetings, took ownership of work products, and learned all about the healthcare industry, telehealth initiatives, and consulting. For one project, he create heat maps and the visualizations of OSHPD specialist data for California counties to highlight specialist needs and pinpoint telehealth opportunities. The skills he gained from his internship still help his career today.

My summer working at BluePath Health was an amazing experience. I worked under people passionate and knowledgeable about their field, which I found very inspiring. I also increased my understanding of the current health care ecosystem, including its structure, its flaws, and its future. Last but not least, I improved my research and synthesizing skills while collecting data and information about different health care companies.
