Leading California health care consulting firm adds industry leader Emili Cossio, reaches critical milestones for state and county clients
LARKSPUR, Calif. – July 30, 2024 – BluePath Health, a woman-owned, California-headquartered health care consulting firm, today announced it has deepened its commitment to supporting government and public entities by adding Sacramento-based team member Emili Cossio and advancing key initiatives for state organizations. These organizations include the California Health and Human Services Agency (CalHHS), the California Public Employees’ Retirement System (CalPERS), the California Department of Public Health (CDPH), and the California Department of Health Care Services (DHCS). BluePath Health also led government projects at the county level across the state, including work for Alameda, Marin and San Luis Obispo Counties.
BluePath Health’s new team member Emili Cossio is a mission-driven nonprofit leader adept at assembling and guiding teams to foster stakeholder relationships. Prior to joining BluePath Health, she was the director of strategic engagement at Insure the Uninsured Project (ITUP) where she managed the organization’s extensive network of statewide and local partners, led strategic communications and provided event planning oversight to ensure seamless operations and enhancement of the organization’s impact. Before ITUP, she served as senior program coordinator of health center operations for the California Primary Care Association. Cossio is based in Sacramento, strengthening BluePath Health’s local team presence and support of area clients.

BluePath Health’s accomplished and ongoing work includes support for the following state agencies:
- CalHHS: BluePath Health’s leadership has historically been a key resource called on to assist CalHHS in developing the state’s health IT strategy and approach towards electronic health record adoption. Most recently, BluePath Health partnered with the Center for Data Insights and Innovation (CDII) and Connecting for Better Health to raise awareness of the Data Exchange Framework (DxF), providing proactive education and technical assistance to accelerate adoption. DxF ongoing technical assistance offerings include DxF Bootcamps, DxF Community Design Studio, and the DxF Community Sandbox.
- CalPERS: BluePath Health facilitated and supported the executive team and board-level initiative to develop the CalPERS five-year enterprise-wide strategic plan and its three-year health care roadmap.
- CDPH: BluePath Health supported CDPH in rolling out its Test-to-Treat initiative across 200+ community clinics and health centers in all California counties, offering primary care provider education and technical assistance to address Medi-Cal and uninsured patients’ needs throughout the COVID-19 pandemic.
- The DHCS PATH Collaboratives: BluePath Health serves as facilitator for the Alameda PATH Collaborative and the Tri-Counties PATH Collaborative, comprising San Luis Obispo, Santa Barbara, and Ventura counties. In this role, BluePath Health convenes monthly meetings and manages programmatic activities for the collaboratives to advance CalAIM implementation and support the rollout of CalAIM Enhanced Care Management (ECM) and Community Supports (CS).
At the county level, BluePath Health helped advance community health through strategy, policy, and technology support. In Alameda County, BluePath Health delivered Data Exchange Framework (DxF) analysis for the county’s Health Care Services Agency (HCSA), which manages the Social Health Information Exchange (SHIE). In Marin County, BluePath Health continued its support of the Marin Youth Opioid Response Project through the Marin County Probation Department, which is part of the State Opioid Response (SOR) initiative and funded by DHCS. In San Luis Obispo County, BluePath Health supported Medi-Cal enrollment and helped execute the CalAIM Justice Involved Capacity Building Program.
